Santa Clarita's City Council has agreed to pump $3 million into a hotel and conference center, over the vehement opposition of a council member who wanted the project subjected to competitive bidding. The council, by a 4 to 1 vote, approved a memorandum of understanding Tuesday between the city and Newhall Land & Farming Co. to move forward with construction of the 18,000-square-foot conference center and adjoining 200-room hotel. Under the agreement, the prominent developer will supply $23.

City officials announced plans Monday for a community survey and a series of hearings to gather public comment on a multimillion dollar recovery plan to be funded by future tax increases. The council passed Santa Clarita's sweeping, 30-year Community Recovery Plan for earthquake repairs, disaster preparation, economic development and affordable housing after the Northridge earthquake. Officials also hope to gather suggestions from the public on additional projects.

The city's proposed $1.1-billion redevelopment plan won't hinder the Castaic Lake Water Agency's ability to pay for the Rio Vista water treatment plan, according to a city-commissioned financial audit released Friday. The agency filed a lawsuit March 31 to block the city's Community Recovery Plan, saying it siphons off property tax revenue and hurts the agency's repayment of $132 million in bonds issued to pay for the water treatment plant and other debts.

City leaders should quintuple Santa Clarita's size and take control of ecological areas now under county protection. But at least they can cut back on efforts to get a Nordstrom store. This was the consensus reached by about 100 residents, business leaders, school officials and city personnel during an eight-hour brainstorming session on Saturday to formulate a new, three-year Community Strategic Plan for Santa Clarita.

That condition, expressed at a City Council study session Wednesday night, is that they be given "meaningful participation" in governing the plan, said Joan MacGregor, a trustee for the College of the Canyons who spoke on behalf of all Santa Clarita campuses.

An environmental group Monday appealed plans to build 752 condominiums east of the Antelope Valley Freeway, just outside Santa Clarita, saying that the project intrudes on the Santa Clara River. "We think the county definitely needs to take a closer look at its approval of this project," said Michael Kotch, president of the Santa Clarita Organization for Planning the Environment.

Invoking its new hillside and ridgeline preservation ordinance, the city of Santa Clarita has rejected a 45-house project in the Saugus area of the city. The project proposed by KMR Construction Inc. would have required lowering two significant ridgelines on a 31.8-acre site southeast of Santa Clarita Road and La Rochelle Drive.
