A TV producer who won a Los Angeles area Emmy award last weekend notified the Academy of Television Arts & Sciences Thursday that she is returning it because she discovered that the winning program hadn't aired during the eligibility period. Barbara Valentine had received the Emmy as executive producer of the best information segment for a story in "A New Beginning," a series produced by Burbank-based Santa Fe Communications and formerly broadcast on KDOC Channel 56 in Anaheim.

The Burbank production company that last week voluntarily relinquished one of two local Emmy Awards it won May 18 has been stripped of the other by the Academy of Television Arts & Sciences. Both winning programs were deemed to have been ineligible for consideration in the 1990 awards for best programming produced by and for stations in the Los Angeles area.

Home Shopping Network, which sells marked-down goods around the clock on fast-paced cable-TV shows, said Tuesday that it has agreed to pay $35 million for KIHS-Channel 46, an Ontario UHF station. This is the merchandising company's ninth agreement to purchase a UHF station and marks "our first step into regular broadcasting in the Los Angeles area," said Judy Ludin, a spokeswoman for Home Shopping Network at its Clearwater, Fla., headquarters.
