Mehdi Bouqua was lying on the sand at Santa Monica beach and taking closeup photos of beach birds. Then by luck, a beachgoer ran across the sand from just the right distance, Bouqua said, creating the unusual scale of this image. The Santa Monica Arts Commission will celebrate the installation of "Singing Beach Chairs," the first permanent sculpture at Santa Monica Beach, at 5 p.m. today. The work by Douglas Hollis is composed of two 14-foot futuristic chairs with large stainless-steel tubes that produce melodic sounds when the wind blows. It is the first of 10 environmental sculptures that will be installed in a three-mile stretch along the beach as part of a Natural Elements Sculpture Park.

In Venice, 25-year-old Snapchat co-founder Bobby Murphy has bought a new two-bedroom house for $2.1 million, or nearly double the median price of homes in the neighborhood. A few blocks away, a three-bedroom town house with a rooftop sun deck was just rented for $7,000 a month - a year ago, an identical unit was renting for $5,900. "Totally Silicon Beach living," the ad on Craigslist proclaimed. And farther south in Marina del Rey, hundreds of apartments were recently completed and aimed at drawing the tech crowd, with high-speed Internet in every unit, free Wi-Fi in common areas and an online application process.

With its stately colonnade and sweeping staircases, the three-story U-shaped beach mansion in Santa Monica exuded grandeur. Newspaper magnate William Randolph Hearst lived there in grand style with his mistress, silent-film star Marion Davies, and in the 1920s and '30s they entertained such bright lights as Clark Gable and Carole Lombard, Cary Grant and Gloria Swanson.

A romantic evening for two couples on a moonlit Santa Monica beach turned deadly Monday night when a Whittier man was killed as he rushed to aid friends who were being robbed. Jay Chavez Jr., 34, was pronounced dead at the scene from a small-caliber bullet wound to the head. The killing, the first this year on Santa Monica's beaches, occurred at the water's edge about half a mile north of the Santa Monica Pier about 9 p.m.

Shearer points out that the Santa Monica beach is something in which Southern Californians can take pride. Another nice area is the coastline of the Palos Verdes Peninsula. Unfortunately, like the Santa Monica beach, the Palos Verdes shoreline is changing. The numerous recently constructed homes and other developments threaten to deprive us of the last stretch of quiet, undeveloped and uncrowded coastline that is less than a day's drive from Los Angeles. Southern California beaches had overall good water quality during the last year, and a vast majority of beaches received good to excellent ratings, according to an annual report released Thursday by Heal the Bay. The organization's beach report card was first published in 1991 and assesses water quality at more than 600 beach monitoring locations on the West Coast.  Each location is assigned an A to F grade. The higher the grade, the lower the chance of becoming ill while swimming in the water.  Southern California beaches that received A ratings during summer and dry winter periods included Santa Monica Beach at Wilshire Boulevard and Will Rogers Beach at Temescal Canyon, the report by the Santa Monica-based environmental organization found.  Some beaches received A+ ratings.

Plans for designating a dog beach in Santa Monica were dashed this week when city staff said opposition from the state all but guaranteed there was "no chance" of opening what would be L.A. County's second canine-friendly stretch of seashore. The City Council, urged on by the advocacy group Unleash the Beach, voted last month to work with the state to establish a pilot off-leash dog zone in Santa Monica. But in a meeting between Santa Monica city staffers and representatives of California State Parks, which owns Santa Monica State Beach, "it was made clear that there was no chance for a pilot program to move forward at this time," according to a memo by Barbara Stinchfield, the city's community and cultural services director.
