The Santa Monica Arts Division will hold a public meeting Thursday night as the first step in establishing a citywide cultural arts master plan, which will include public art, festivals, arts education, programming and funding. The meeting will begin at 7:30 p.m. at the Ken Edwards Center, 1527 4th St., Santa Monica.

Santa Monica never was eager to relinquish its claim to paradise. Whenever adversity tampered with its image as a progressive haven of hipness--when its bay grew poisoned or sympathy for the homeless wore thin--residents did not flee for more pristine sands. They debated, they reflected, then got back to life at the edge of the sea.
