The proposal for a $250-million office complex on a 17-acre lot in Santa Monica received preliminary approval from the Santa Monica City Council early Wednesday, despite objections from area residents that the development will cause too much traffic. To muster support for the 1.26-million-square-foot project, known as Water Garden, developer Jerome H. Snyder conducted a door-to-door campaign among residents and agreed to several measures aimed at reducing traffic.
