For a city of more than 90,000 residents, Santa Monica has an inadequate amount of recreation space and existing parks and park facilities need work, a city survey found. Most residents are frequent users of Santa Monica's parks and open spaces--favored places being the beach and Third Street Promenade, according to findings in the first phase of the Recreation and Parks Master Plan. The conclusions are to be unveiled tonight.
