Irvine-based El Torito Restaurants Inc. has signed a 20-year, $3.7-million lease for 8,000 square feet of restaurant space under construction in Yorba Linda's SAVI Ranch Business Park. The restaurant, at 22699 Oakcrest Circle, will open by the end of June. Mert Wallen Commercial Real Estate of Beverly Hills represented El Torito. The Anaheim office of Coldwell Banker Commercial Real Estate Services represented the business park's developer, SAVI Ranch Associates.

The City Council today will consider whether to allow a 95-foot-tall sign near the Riverside Freeway advertising a new shopping center at Savi Ranch. City planning commissioners recently rejected the sign plan, prompting an appeal to the council by the developer of the shopping center. The developer proposed placing the sign near the Weir Canyon Road freeway offramp, close to where the mall recently opened.

When WalMart or Price Club buys property, the community responds as if a shrine were about to be built. The two retailers, still adolescents in the Orange County retailing marketplace, have been getting all the attention lately. But veteran K mart Corp., though perhaps keeping a lower profile, is still a big player. The discount retailer just bought a chunk of land at the SAVI Ranch Business Park in Anaheim for $9.2 million and, at 18 acres, it's one of the largest such purchases this year.

The owners of several businesses in the Savi Ranch commercial area were denied permission to display temporary signs to direct customers to their establishments. Jim Maniscalco, who owns a tire store on Savi Ranch Parkway, said customers can't find his store because there are no signs on the major streets leading into the commercial area. The city plans to install signs.

A $9-million, 107-suite Country Side Inn will open early next year at Savi Ranch Business Park, Yorba Linda. It will be the fifth Southland Country Side Inn. Ayres Construction, Newport Beach, purchased the site from Savi Ranch Associates, Newport Beach, for $1.1 million. Coldwell Banker Commercial Real Estate Services represented both parties.

Ground has been broken for the $15-million TRICO-SAVI Business Park, a 250,000-square-foot mixed-use complex inside Yorba Linda's SAVI Ranch Business Park. The TRICO-SAVI complex will be built in three phases. It will contain 15 buildings with office, light-manufacturing, warehouse and research-and-development space when completed by the spring of 1990. O'Donnell, Armstrong & Partners, development manager for Metropolitan Life Insurance Co. has announced the signing of a 10-year lease valued at $8.6 million with SensorMedics for 120,000 square feet in SAVI Tech Center in the late summer. The center is part of the 200-acre SAVI Ranch Business Park at Weir Canyon Road and the Riverside (91) Freeway.

Construction is expected to begin in November on the $13-million first phase of the Koll Co.'s Koll Savi Business Center in Yorba Linda. The center, on 24 acres of the 200-acre Savi Ranch Business Park, represents the Koll Co.'s commitment to develop in the North Orange County area, according to Richard M. Ortwein, Koll division president. The first phase will consist of six one- and two-story research-and-development buildings totaling 160,000 square feet, which will be offered for lease.

Plans call for construction on a second three-story building to begin in the fall. The office park is near the 200-acre Savi Ranch Business Park, another development by Hillman Properties.
