Texas state Rep. Suzanna Gratia Hupp, an advocate of the right to carry handguns, has proposed legislation that would let principals and superintendents in the state's rural districts arm themselves at school. Principals from rural districts asked Hupp to propose the measure so they could protect students from incidents such as Monday's shooting at a high school in Santee, Calif., that left two dead, an aide to Hupp said.
