A record $36 million was spent on lobbying the Legislature during the first half of 1985, and for many interest groups, it was a bargain. The Assn. of California Insurance Cos., for instance, paid out more than $280,000 in a successful campaign for passage of a mandatory seat belt law, which eventually will require auto makers to install automatic crash protection equipment, such as air bags, in every car sold in the state. Californians will have to begin buckling up on Jan.

Two incoming school board members critical of Supt. Bruce Newlin are fuming over the outgoing board's approval last week of several contract changes that arm Newlin for potential legal confrontations with the Norwalk-La Mirada Unified School District. "They gave him some administrative clout like I've never heard of in my life," complained newly elected board member William Campbell, a retired school administrator who worked under Newlin for years. "I'm so angry about it."

The relatives of the dead arrived to identify their loved ones, the survivors rejoiced to be alive and scores of investigators combed a sea of charred debris Saturday, trying to determine why a Delta Air Lines jumbo jet crashed Friday, killing 129 persons aboard and one victim on the ground. The jet, a Lockheed L-1011 wide body bound for Dallas from Fort Lauderdale, Fla., crashed at the north end of the Dallas-Fort Worth International Airport shortly after 6 p.m.

The judges all agreed they faced a difficult task in choosing a winner among the five San Diego State University students competing in the fourth annual Business Plan Competition last week. They had to choose from five Entrepreneurial Management Center students, ranging in age from 23 to 45, each of whom had turned the germ of an innovative idea into a solid business plan, complete with logos, market analysis reports, financial plans and advertising proposals.
