The Howard Jarvis Taxpayers Assn. has sued the Bonita Unified School District for creating a maintenance assessment district that the association says violates Proposition 13. The suit seeks to overturn the assessment district voted last year by the school board, which serves San Dimas and La Verne in the eastern San Gabriel Valley. A Jarvis spokesman said Proposition 13 permits local governments to impose special taxes only with two-thirds voter approval.

Voters appeared to be rejecting attempts by seven Los Angeles County school districts to raise property taxes to provide more money for local schools. Returns as of late Tuesday showed that six of the tax measures had failed to achieve the two-thirds vote required for approval. Incomplete returns also showed the seventh measure losing.
