Responding to state inspections that found school bus maintenance "unsatisfactory and unacceptable," the school board last week passed a series of measures designed to improve the bus fleet. In a special meeting Thursday night, the board approved the creation of a new position to oversee the district's vehicle maintenance and transportation programs. The board also authorized allocating $15,000 for a preventive maintenance program and expanding driver training programs.

John Greenwood, a political moderate who headed the Los Angeles Board of Education in the mid-1980s and later served as president of the Southern California branch of the nonprofit Coro organization, has died. He was 67. Greenwood died of a heart attack Oct. 11 in San Pedro, where he and his family had lived for many years, said his sister-in-law Peg Greenwood. First elected to the school board in 1979, Greenwood saw his eight-year tenure begin at a time of deep contention among trustees and in the sprawling district over court-ordered mandatory school busing for integration, which had been launched the previous year.

Driving in the San Fernando Valley on a spectacularly clear afternoon, I passed Birmingham High School at dismissal time. Bus after bus, perhaps a dozen or more, pulled away from the school and emitted massive plumes of dense black smoke that fouled the blue sky and stank up the air inside and outside my car. To my knowledge, school buses don't have seat belts. They obviously don't have to maintain any emission standards. Do we want our children riding on these dangerous conveyances?

School buses are likely to keep rolling for now, as the Legislature on Thursday restored $248 million for home-to-school transportation that was particularly crucial for small and rural school districts that need to take students across long distances. Gov. Jerry Brown, who eliminated the school busing money as of January after state revenues fell short of projections, has indicated that he supports the move. Educators throughout California had mobilized against the midyear elimination of all busing money, arguing that it would hit hardest remote districts such as Death Valley, which spends about $3,400 per student, compared to $26 or less for many suburban districts.

This letter concerns parents of students who are attending or will attend Arthur E. Wright Middle School on Las Virgenes Road in Calabasas. The student population will be nearly 800 by this September and is expected to climb to 1,000 by 1990. All students come to or leave this campus either by automobile or school bus, and the only entrances and exits are off Las Virgenes Road. When parading is a thing of joy because you are not yourself, but a make-believe, and in competition for a blue ribbon among your peers who seem to know more what is current and "going on" than the adults who are standing enthralled and watching.

Two school buses carrying 100 middle school students collided Monday, and at least nine children and two drivers were taken to a hospital. An additional 33 people were treated at the scene, said Capt. C. L. Sealey of the Clayton County Fire Department. "Most everything was minor injuries," Sealey said. Both buses were from North Clayton Middle School.

Federal highway safety officials are launching a major review of school bus safety and drafting guidelines that could lead to the installation of some seat belts in buses carrying children 4 and younger. The $1-million, two-year research program will include a search of all school bus crash data and agency crash testing and will look at all possible safety upgrades, including padding the sides and roofs of buses or adding padded arm rests.

The U.S. National Highway Traffic and Safety Administration denied a petition from safety groups, consumer advocates and doctors to require seat belts in school buses, saying the vehicles are "already very safe. " The cost of adding belts — $5,485 to $7,346 per bus — would outweigh expected benefits, the agency said in a notice that will be published Thursday in the Federal Register. Requiring seat belts may force school districts to reduce bus service and lead to more students walking or riding in cars, both of which are more dangerous than riding a bus, the agency said.

The school bus in which 21 people were injured when it flipped on its side after being broadsided by a speeding BMW in Boyle Heights is among hundreds of buses transporting students in the Los Angeles Unified School District that are not equipped with seat belts. Critics worry that the cuts will increase traffic around schools, shift costs to parents already struggling with rising gas prices and prompt more absenteeism, hurting students' academic achievement. Two school buses crashed at a bus stop in Monroe, injuring 22 children and a bus driver, authorities said. The elementary-age children and the driver were treated for cuts and bruises, but all were released from hospitals within a few hours, school officials said. Aging school buses continue to spew harmful diesel across the United States, a new report based on federal and state data says, and major funding is needed to address the problem. The report, released Wednesday by the Union of Concerned Scientists in Berkeley, found that the nation's 505,000 school buses were some of the oldest and dirtiest vehicles on the road.
