Struggling with low ratings and the lingering effects of the writers strike, the CW television network confirmed that it was shuttering its stand-alone scripted comedy development department and shedding about 25 employees. According to Howard Rosenberg, political programs that have been "orchestrated," "choreographed" or "scripted" should not be given free television exposure ("Networks Dole Out Free Coverage," Aug. 14). If this were the criterion television stations were bound by, most of President Clinton's appearances in the last 3 1/2 years should not have been aired. (featuring a pre- "Gilmore Girls" Lauren Graham), Fox's "Keen Eddie" (featuring a pre- "Human Target" Mark Valley) and "Mental" (featuring a post-"Sopranos" Annabella Sciora)
