Bowing to the protests of residents, the City Council has rejected Unocal's bid to reopen an oil-water separation plant on Marina Drive. The unanimous decision came Monday night during a meeting packed with more than 100 residents, nearly all of whom opposed Unocal's proposal out of fear that the plant would emit pollutants into their neighborhood. The 30-year-old plant has been closed since 1983, when winter storms destroyed the offshore wells that fed into the facility.

The relentless winter storms of 1983 that flooded streets and decimated the city's historic pier have left a lasting mark on Seal Beach. Eleven years later, the City Council will take up an unlikely byproduct of the storms when it decides tonight whether Unocal can reopen an industrial plant at Marina Drive and 1st Street. The 20-year-old plant separates oil and water that is pumped onshore from a group of wells off the coast of Seal Beach. It was closed in 1983 when storms destroyed the wells.

In a move to save $100 million that will bring 750 more jobs to Orange County, Rockwell International Corp. is shifting around employees to make better use of its plants in Southern California. Rockwell said that by the end of next year, it would move 1,300 employees from its North American Aircraft division in El Segundo to underused buildings at the diversified technology company's Seal Beach headquarters.
