Prodded by emotional pleas from residents of a crime-plagued neighborhood, the Los Angeles City Council on Tuesday pushed through a plan to deploy large squads of police foot patrols in the city's most dangerous neighborhoods. The program, dubbed SAFE--for Secured Area Footbeat Enforcement--by Los Angeles police officials, calls for several patrols of 10 to 20 officers each to be bused to epicenters of gang activity and drug dealing.
