Two Orange County companies announced Tuesday that their Philippine joint venture firm, Precious Metals Mining and Development Corp., has purchased an option to acquire mining claims in the Philippines. The companies, VTN Corp. of Orange and Shelly Associates Inc. of Tustin, said Precious Metals is in the process of reopening a pre-World War II mine in Camarines Norte, a province 130 miles southeast of Manila, known as Gold River Claims.

Shelly Associates Inc., a Tustin manufacturer of electronic displays, reported a $45,570 loss in its fiscal 1987 first quarter, ended Sept. 30, compared with net income of $47,276 in the prior year's first quarter. The company's sales also declined, dropping 21% to $563,774 from $713,003 a year earlier.

Shelly Associates Inc.: The Tustin electronic products manufacturer reported a net loss of $141,584 for the fiscal year ended June 30, compared with a year-earlier loss of $13,692. Sales for both fiscal 1990 and 1989 totaled $4.4 million. Chairman Daniel C. Montano, said the company's expenses were higher in fiscal 1990 because it moved its facilities, had a greater marketing effort and increased inventory reserve.

Flush with $2.2 million from its first public stock offering in May, Shelly Associates Inc. eliminated interest payments on its long-term debt, increasing net earnings by 140% for the fiscal year ended June 30. The company posted earnings of $142,156 compared to $59,262 for fiscal 1985. Sam Cross, president of the Tustin-based electronic display manufacturer, said that the hefty increase in net earnings came from the company's completely retiring its $600,000 in long-term debt.

Gold Properties Restoration Co. hopes to raise $5 million in an initial public stock offering and use the proceeds to construct a 300-ton-per-day gold ore mill in the Philippines. The Tustin-based company, which has no operating history, plans to sell 1 million common shares at $5 per share, according to a Securities and Exchange Commission filing made on Feb. 1. Gold Properties is a subsidiary of VTN Corp., an engineering firm in Orange, and Shelly Associates Inc.
