As long as U.S. Navy warships have dominated the Pacific Ocean, the gritty shipyards just south of downtown have played a vital role in keeping the fleet ready for sea duty. It was along this hardscrabble and highly competitive waterfront that Arthur Engel decided to carve out a life as a young man--starting with a resolute ambition and a yearning for the big time. The shipyard Engel founded in 1976, Southwest Marine, now ranks as the Navy's largest ship-repair contractor on the West Coast.
