FGS Insurance Brokers Inc. Files Chapter 7: Sidney M. Field, former owner of the defunct FGS Insurance Agency, has filed a Chapter 7 bankruptcy liquidation petition for his FGS Insurance Brokers Inc. Field, who is a co-defendant in a racketeering suit filed by the state Department of Insurance against FGS and a number of its officials, said FGS Insurance Brokers is a separate company that has not been active since 1987, when its assets were acquired by Coastal Insurance Co.

FGS Insurance Agency will be liquidated by a bankruptcy trustee, Insurance Commissioner John Garamendi said. Garamendi, who ordered the seizure of the low-cost Irvine insurer in April, filed a lawsuit in February accusing FGS and its former owner, Sidney M. Field, of racketeering, gross mismanagement and breach of fiduciary duties for a transaction that allegedly defrauded Coastal Insurance Co. of $17 million.

FGS Insurance Agency, a low-cost auto insurer that has been accused of fraud, will be liquidated by a bankruptcy trustee, Insurance Commissioner John Garamendi said Thursday. "This is the end of the road for FGS--a road strewn with the wreckage of chiseled policyholders and bilked creditors," Garamendi said in a statement. "But we will move quickly to clean up this rubble."

An offshore insurance firm with close ties to embattled FGS Insurance Agency in Irvine was ordered by state regulators Monday to stop selling automobile policies in California. The state Department of Insurance issued a cease-and-desist order against Central Insurance Co. Ltd. saying the company--whose policies are marketed aggressively by FGS--is not licensed in California and does not have sufficient verifiable assets to pay claims.

Insurance Commissioner John Garamendi, in the first such action of his term, issued an order Tuesday demanding that one of the state's largest high-risk auto insurers stop selling a product that, Garamendi contends, "has no value as an auto liability policy." Garamendi also announced that the state Insurance Department has accused the firm, Irvine-based FGS Insurance Agency, of racketeering, gross mismanagement and breach of fiduciary duties in an amended version of an earlier civil lawsuit.
