Molina was elected to the Los Angeles County Board of Supervisors and declared her election a mandate for more government. She has said that she wants to enlarge the Board of Supervisors to seven members--maybe nine. However, as historic and important as it was, her victory was no mandate. Only 24% of the people in the 1st Supervisorial District voted. Molina's share of the vote amounted to little more than 13% of the district's registered voters.

Allergan Inc., a maker of eye and skin care products and pharmaceuticals, said Tuesday that it lost $125.2 million for the third quarter, attributing the loss primarily to a decision to reduce its involvement in the competitive contact lens manufacturing business. The company reported a one-time, pretax charge against earnings of $164.5 million for the quarter ended Sept. 30. Company directors voted Tuesday to reduce future investment in the contact lens manufacturing business.
