A boat smuggling 23 Haitians to Martinique sank just off the shore of the Netherlands Antilles island of St. Maarten, yet all but one passenger apparently drowned. When the boat began to sink, lone Haitian survivor Anuel Jean Baptiste said, the captain and his mate left in a motorized dinghy. Baptiste, 26, who had grabbed the only life jacket, was picked up a few miles off the southeast coast of the half-French, half-Dutch Caribbean island also known as St. Martin.
