Responding to consumer complaints that South Coast Title Corp. was providing illegal kickbacks to real estate agents and brokers in return for referrals, the California Department of Insurance Commissioner imposed unprecedented restrictions on the company. Under a settlement approved last week by Insurance Commissioner John Garamendi, the company, now called Diversified Title & Escrow Services Co.

The California Department of Insurance fined an Anaheim title insurance company $1 million for paying nearly $500,000 in improper kickbacks to real estate agents and brokers to attract business, the department announced Tuesday. In addition to the fine, Diversified Title & Escrow Services Co. faces an 18-month license restriction that requires it to comply with all state laws.
