After years of complaints, 12 retailers and former tenants of South Coast Village have banded together and pooled funds to fight what they claim has been a pattern of broken promises by their landlord, C.J. Segerstrom & Sons. The most likely step, representatives of the merchants' group said Monday, is a lawsuit alleging that Segerstrom, a major real estate developer and operator of South Coast Plaza, did not live up to promises about how it planned to develop the smaller mall.

South Coast Plaza Village has suffered what some merchants say will be a crushing blow to the remaining businesses at the struggling specialty center with the abrupt closing of Upstart Crow & Co., a popular coffeehouse and bookstore. Ironically, the restaurant--which closed Thursday morning--reportedly had not only been profitable, but one of the biggest customer draws at the 42-store Santa Ana center, owned by C.J. Segerstrom & Sons.

The Boy Scouts may have done the good deed that could speed up plans to turn South Coast Village into a restaurant mecca. Under an agreement expected to be signed this week, real estate developer C. J. Segerstrom & Sons of Costa Mesa has agreed to purchase the Boy Scouts of America's county headquarters adjacent to South Coast Village in Santa Ana.

The largest single space in South Coast Plaza Village, which has been empty for almost six years, has finally found a tenant. Plaza officials said Monday that Barker Bros. Furniture, an 11-store chain based in Pasadena, will move into the 35,000-square-foot Mercantile Building and make the outlet its flagship. The long-empty building had earned the shopping plaza--which is across the street from mammoth South Coast Plaza--the nickname "South Ghost Village."

No matter how you cut it, the three-pound porterhouse-- not to mention a side of asparagus with stems "a nickel in diameter"--still has its fans. Morton's of Chicago, The Steakhouse has been filling dinner plates in Orange County since last week, lunch plates since Monday. It's just under $30 for that porterhouse, but nobody's complaining. The first Morton's opened 17 years ago, and South Coast Plaza Village marks its 30th location.

The annual "Festival of Animation" from Spike and Mike's Mellow Manor Productions remains one of two or three major showcases for the medium in the United States: The 1992 "Festival" (at Edwards South Coast Plaza Village) is a mixed bag of delightful and less-than-wonderful shorts that proves much of the world's most innovative animation is currently being done in England.

Talk to merchants at Crystal Court or South Coast Plaza Village and expect to hear the same word pop up over and over again. The word is quiet. "The mall overall is really quiet," one said. "It gets rather quiet here," another said. "It gets so quiet you can hear the crickets," yet a third said. In the mall business, quiet is bad. Most retailers depend upon a steady stream of customers to attract attention to their stores.

Automobiles from decades gone by will weave their way through Santa Ana today during the 15th annual Antique Car Classic Parade. Sponsored by the city and South Coast Village, the event will feature about 200 vintage cars from the 1920s to the 1970s. The cars will compete for best of show and for prizes in 20 other categories. The event begins at 10 a.m., with judging at Centennial Park at the corner of Edinger Avenue and Fairview Road.

Ghost No More?: South Coast Village--nicknamed "South Ghost Village" by some because of the long list of merchants who have left--may finally be close to filling the near-empty Mercantile Building. The building used to house 20 small speciality shops but has been nearly vacant for the past several years. Recently, the village "went down the road a long way with a retailer" interested in leasing the large, wooden structure.
