In most civil lawsuits, the losers do not end up getting a bundle of cash from the winner. But that is exactly what happened when a group of small cities along the route of the Alameda Corridor rail line sued the public agency in charge of building the $2.4-billion project. The cities of Compton, Lynwood, Vernon and South Gate lost a 1996 suit that sought a larger voice in governing the project.
