I have been a resident of South Laguna for 29 years and wish for us to become part of Laguna Beach. There's been a long history of the two communities working side by side. Our three children have gone through the Laguna Beach school system and have, as we have, participated in many joint Laguna-South Laguna activities. The city filed a petition Monday with the high court, after an appeals court ruled last month that a city law governing the add-on dwellings cannot be applied to South Laguna. Harold L.
