Ralph S. Roberts, chief operating officer of Newport Beach-based American Restaurants Group, has replaced Chuck Frank as president of the company's Spectrum Foods division. Roberts will continue to head the company's Stuart Anderson's restaurants while overseeing operations at Spectrum, which includes such tony restaurants as Prego, Ciao and Harry's Bar & Grill. Frank resigned as president of the division, which is based in San Francisco, May 22. He could not be reached for comment.

Everybody's always asking, "What's the best local Italian restaurant?" Tough question; lately, though, I've been sending a lot of people to Prego, mainly because its quality has been so consistent over the years. Like other restaurants owned by Spectrum Foods, including Tutto Mare in Fashion Island and the Beverly Hills Prego, it's not only handsome but also managed with clockwork precision.

Some of the most interesting restaurants in California are about to change hands--again. They were all started by a couple of guys who simply fell in love with the then-venerable Chianti 16 years ago. Neither knew very much about the restaurant business, but they were both looking for a new career and they decided to buy the restaurant. Their lack of experience was a problem, and at first it looked as if the venture was going to fail. It didn't.

American Restaurant Group Inc., which sold four of its chains to founder Anwar S. Soliman in June, moved its headquarters to Los Altos to join the head office of its remaining operation, Stuart Anderson's Black Angus Restaurants. The former Newport Beach company appointed George G. Golleher as chairman and Ralph S. Roberts as chief executive. They replaced Soliman, who relinquished the posts after the sale but who remains on the board. Golleher has been a company director since 1998.

Pepsico, which began selling the first American soft drink to the Soviet Union 13 years ago, said Tuesday that it is negotiating to introduce its Pizza Hut restaurant chain there. The proposal to open as many as 100 Pizza Huts would make the Wichita, Kan., company the first foreign restaurant operator to do business in the Soviet Union. The company said it hopes to reach a final agreement early next year and to begin construction of the first Soviet Pizza Hut later in the year.

The Fourth Annual Ferragosto celebration raised $35,000 for the Orange County chapter of Childhelp USA, an organization that helps prevent child abuse and neglect through prevention, treatment and research. The Aug. 15 event, hosted by Spectrum Foods Inc.'s Tutto Mare Ristorante at Fashion Island in Newport Beach, is a local version of the Italians' annual vacation day, known as the Ferragosto.

Spectrum Foods' Tuttomare, in the building that formerly housed Savannah Grill, has long been one of the most stunning local restaurants, but one that was somewhat marred by inconsistencies during its first years. No more. Business is booming at this Fashion Island hot spot, thanks to the steady hands of manager Claudio Arena and Piedmontese chef Corrado Gianotti.
