A newborn boy was found dead Tuesday by workers at a Stanton recycling plant, authorities said. "It appears as though the newborn was abandoned in the trash dump," said Lt. Hayward Miller of the Orange County Sheriff's Department. The discovery was made about 6 p.m. at the CR Transfer and Stanton Materials Recovery facility in the 11000 block of Knott Avenue, Miller said. The infant was found in a pile of debris being sorted on a conveyor belt.

Residents in the last of the city's neighborhoods awaiting major street repairs will not have to wait much longer. A road reconstruction project for the neighborhood south of Carver Elementary School is scheduled to begin April 21. "We've been concentrating for the last four years or so on trying to repair our residential streets, which are the lowest priority in times of low funding," City Manager Terry Matz said. "This will take care of the most critical areas."

After two years of disputes between the owner and tenants of Katella Mobile Home Estates, the City Council on Tuesday appointed members to a panel to observe the park and study its problems. Tenants have complained of unfair rent increases and poor conditions. "I just want the committee to be fair," said Ginger Jordan, a two-year Katella tenant. "I'm hoping the committee will do something to help the tenants."

The City Council has approved the applications of eight community organizations to sell fireworks for the Fourth of July. Though some residents in the past have opposed the sale of fireworks in the city, Mayor Harry Dotson said, he supports the sale by these nonprofit groups. "We feel that we have adequate fire protection," Dotson said last week. "Besides, the sale is very important for these groups, and they all benefit the city because they serve the community."

Residents will pay $1.10 more a month for trash pickup to help offset extra costs to the city's trash-hauling company due to the Santiago Canyon landfill closure in Irvine this year. The City Council unanimously approved the rate increase at Tuesday's council meeting, boosting the monthly rate to $12.95 from $11.85--a 9.8% increase that will take effect Thursday.
