Question: When I recently signed a lease for an apartment, the community manager told me the owners wanted all rent payments to be made by automatic deposit in the community's bank account. I told her I wasn't comfortable with automatic transfers because I was the victim of an identity theft a couple of years ago. I signed the lease anyway, although it specified that rent must be paid by automatic transfer and deposit. Since I moved in, I find myself still feeling uneasy about paying my rent this way. Is there anything I can do about it?

A decision by the State Bar of California to move its longtime headquarters in downtown Los Angeles has cleared the way for a $250-million apartment and retail complex on what is now the State Bar's parking lot near Staples Center. Beverly Hills developer Sonny Astani and parking lot giant L&R Group of Cos. bought the 3-acre property from the lawyers' group for $29 million. It is surrounded by Olive Street, Grand Avenue, Pico Boulevard and 12th Street. “This is probably the last large parking lot downtown that is unentitled and undeveloped,” Astani said.

The 79-year-old Muscovite, whose only child is dead and who must fend for herself on a tiny pension, was one of the first Russians to receive a freshly minted voucher entitling her to 10,000 rubles' worth of state property.

Thirty-two of Russia's regions, at last word, hadn't even created the government committees that are supposed to preside over the massive selloff of state-owned factories and assets, the man in charge reported.

Czechs to Put $80 Billion of State Property on Market: State property worth an estimated $80 billion will be sold to foreign and local investors when large-scale privatization starts in Czechoslovakia on Jan. 1, officials said. After the demise of communism in this Central European country in 1989, the new government began implementing the painful transformation of the state-run command economy into a Western-style market system.

Todor Zhivkov, whose word was law in Bulgaria for 35 years, has been moved from house arrest to a prison for people accused of murder and other major crimes, the chief prosecutor's office said today. A statement carried by the official news agency BTA said Zhivkov, ousted as Communist Party chief Nov. 10, was being questioned. The 78-year-old former leader already has been charged with misappropriating state property, inciting ethnic hostility and abuse of power.

Competition for lower-priced homes in California is so hot that the number of cheaper homes available for sale has sunk more than 40% in the last year, pushing out many would-be buyers. Homes that sold for $313,200 or less were the most competitive type of home nationally, but nowhere did inventory in that price range drop more than in the Golden State, according to a report released Thursday by real estate website Zillow. In some parts of the Inland Empire, the supply of homes on the market is down to about a month's worth, real estate agents say. Economists typically consider a six-month supply to be a healthy market.

A Sacramento County Superior Court judge Wednesday ruled against a group of California cities in their battle with the state over hundreds of millions of property tax dollars that used to flow to local redevelopment agencies. Judge Timothy M. Frawley said he would not grant the request from Glendale, Pasadena, Huntington Beach and other cities for an injunction that would have prevented the payout of property taxes on Friday to schools and counties. Cities believe some of the money belongs to them and should be used to pay for such projects as parks, affordable housing and freeway intersections that had been agreed upon before Gov. Jerry Brown won his battle to eliminate California's 400 municipal redevelopment agencies late last year.

So, it turns out L.A.'s Memorial Coliseum truly is the home of the Trojans. I mean, not since USC star Anthony Davis' six-touchdown performance against Notre Dame in 1972 has there been this much scoring on the Coliseum's hallowed turf. Though, to be fair, Davis' feat was in a day game, while "The Gangbang Girl #32" was under the lights. In case your local video store is out of it, "The Gangbang Girl #32"  is the title of a 90-minute hard-core pornographic movie shot in 2001, which featured 40 minutes of group sex on the Coliseum's gridiron turf.

The 22-acre Malibu ranch with rolling meadows, burbling creeks and homes customized by Barbra Streisand may be a lovely location for weddings or afternoon tea. But Gov. Jerry Brown says state taxpayers have no business owning it, and his proposal to sell the government property in Ramirez Canyon is reverberating from the corridors of Sacramento to the storied seaside colony. The governor has injected himself into an 18-year battle involving Streisand, the city of Malibu and the Santa Monica Mountains Conservancy, a quasi-autonomous state agency Brown created in 1980 during his first stint as governor.

It was a big, early test for Gov. Jerry Brown. And he passed with an "A. " He opted for prudence rather than expedience. Brown essentially walked out of escrow Wednesday on arguably the worst real estate deal the state of California had ever conjured up. It was a transaction authorized by a wimpy Legislature ? trying to avoid deeper spending cuts and higher taxes ? and negotiated by the Schwarzenegger administration. Former Gov. Arnold Schwarzenegger ? a play now, pay later type of guy ?

In an effort to discourage the state from selling the Orange County Fairgrounds for needed cash, directors for the county fair voted Thursday to adopt a resolution saying the state-owned property is a valuable public resource. The state recently listed the Costa Mesa fairgrounds as underused, and noted that by selling it the state could make as much as $230 million. But after speakers urged board members Thursday to save the fairgrounds, the directors approved a strongly worded resolution.

The California State and Consumer Services Agency announced Saturday that what officials had dubbed the Great California Garage Sale made more than $1.6 million for the general fund. More than 7,000 people attended the sale of surplus state property in a Sacramento-area warehouse Friday and Saturday, officials said. Thousands of unneeded and unclaimed items were offered for sale, including computers, desks, jewelry and a dental chair. More than 600 used state cars were also offered -- 447 of them online, some signed by Gov. Arnold Schwarzenegger.

Reporting from Sacramento Gov. Jerry Brown pulled the plug Wednesday on the planned sale of two dozen state office buildings, calling the proposal negotiated by his predecessor a raw deal for taxpayers. Brown's announcement came after the state had struck an agreement to sell 11 properties, including the Ronald Reagan State Building in downtown Los Angeles, and rent space in the same buildings for decades. The transaction would have generated $1.2 billion to help balance California's budget, but independent experts had warned that it would cost taxpayers far more over time.

Over the objection of the state's top two fiscal officials, the Schwarzenegger administration on Monday pushed through a controversial plan to sell state properties to raise money for cash-strapped California. The sale of 24 buildings at 11 locations, including the Ronald Reagan State Building in downtown Los Angeles, is expected to generate $1.2 billion to help shrink the budget deficit. The state is obligated to lease back the properties for at least 20 years. A recent report from the nonpartisan Legislative Analyst's Office said the costs involved in the transaction over the long run will be roughly equivalent to borrowing at 10% interest for 35 years ?
