Nicholas Bingham has been named president of Columbia Pictures International Television, a unit of Columbia Pictures Entertainment Inc., New York. Televentures is a joint venture of Tri-Star Pictures, Stephen J. Cannell Productions and Witt/Thomas/Harris Productions. The operations will continue to operate independently. Bingham was vice president of European operations at Columbia Pictures International Television. Bingham will be based at Columbia's headquarters in London, the company said.

'Cobra' Bows to 'Viper': Paramount Television Group has won the battle of the dueling "Vipers." Both Paramount and Stephen J. Cannell Productions had been developing TV series of that title, but Cannell has agreed to rename his "Cobra." The shows are different conceptually, with Paramount's 13-episode CBS show based upon the Viper car and Cannell's first-run syndication series based upon a fictitious character who was to have been named Viper.

Carl Weathers makes an effective and welcome action hero in the new syndicated cop series "Street Justice" (premiering with a two-hour episode at 8 p.m. on KTLA Channel 5), pulling his considerable pumped-up weight even when the script calls for sensitivity instead of shooting. Unfortunately, what he's been saddled with is the unlikeliest of buddy-movie scenarios, and it'll take Apollo Creed-like fortitude for him to redeem the show.

The film "Gaby," which tells of a woman's triumphs over severe cerebral palsy, has won the Media Access Award as best feature film. The awards were presented Sunday night at the Beverly Hilton to recognize the accurate portrayal of the disabled in film, television, radio and commercials. The awards are sponsored by the California Governor's Committee for the Employment of Disabled Persons.
