With the aim of setting a new performance standard for Orange County companies and organizations, a council of business and community leaders honored Archive Corp. and Coldwell Banker Relocation Services on Tuesday for their attention to quality and customer service. The winners, chosen from among 21 entrants, have adopted quality-control programs that have increased market share or productivity, said the Sterling Council, which presented the awards.

To recognize corporate efforts to raise the quality of products and services, a group of companies with offices in Orange County on Wednesday announced an award program that will cite as many as a dozen local businesses each year. The awards are patterned after the prestigious Malcolm Baldridge National Quality Awards, half a dozen of which are given out each year to quality-conscious concerns nationwide by the federal Commerce Department.

A Costa Mesa manufacturer that has taken extraordinary steps to satisfy customers and an Irvine medical group dedicated to employee training were among the recipients of Sterling Awards Wednesday night. * Ted M. Moore has been named vice president-county manager for the Orange County division of First American Title Insurance Co. He joined the company in 1986 as assistant vice president-chief title officer. * Bruce R. Toro has been named a senior vice president of Holmes & Narver Inc., an Orange architecture, engineering and construction firm. He is head of the company's infrastructure business unit. Toro joined Holmes & Narver in 1991 after 15 years as an executive with Greiner Engineering.

Orange County companies have less than a month to decide whether they want to enter the competition for the second annual Sterling Award, which recognizes quality at service and manufacturing firms based in the county. * Byron Pollitt has been appointed senior vice president and chief financial officer of the Disneyland Resort in Anaheim. In his new position, he will be responsible for all finance functions, business planning and development and information services, and assumes a larger role in planning for the Disneyland Resort expansion. Pollitt joined the Walt Disney Co. in 1990 as director of planning and analysis and was later named vice president of corporate operations planning.

Randall M. Friedman has been named regional senior vice president for Bank of America. He oversees all banking services provided to middle-market and small-business clients in the south Orange County area. Friedman was previously regional vice president for the south Orange County regional commercial banking office. * James Duplex has been appointed to the newly created position of vice president, customer support services for MAI Systems Corp.
