Would motorists drive more carefully if deaf children were playing near the road? Sherri Kowertz, the mother of a hearing-impaired child, bets they would. After all, youngsters with limited or no hearing cannot react to beeping horns, squeaky brakes and other sounds of oncoming traffic. So Kowertz, 26, persuaded Fountain Valley City Hall to post a yellow and black street sign that reads, "Deaf Children Near," in front of her Carob Circle house. It might as well say, "Stop."

City Council members today are expected to give themselves authority to close streets for special events, although they will not address the more complicated matter of which events might merit such closures. A new ordinance detailing the process for temporary street closures will not change the city's past procedures, officials said, but will spell them out in the municipal code. "It's a more formalized process," interim City Atty. Alan R. Burns said.

A campaign by urban planners to spruce up commercial districts by removing tall signs from gas stations, banks and other roadside establishments is gradually transforming Orange County's street scape. Along busy thoroughfares such as La Palma Avenue, Harbor Boulevard and Bristol Street, a combination of stricter regulations, changing architectural styles and taxpayer-financed incentive programs has brought down dozens of imposing florescent and neon signs.

Was Wall Street peddling risky securities to a vulnerable Orange County, much like a drug dealer feeding the habit of an addled junkie? Or was the county a wide-awake participant in its own undoing, fumbling with strategies that require savvy and flexible investing? It may be that it was a little of each. Either way, the issue of whether investment houses have a fiduciary responsibility for Orange County's bankruptcy is likely to end up in the courts.

The record seizure of 1,784 pounds of cocaine in Fullerton, Placentia and Anaheim over the weekend is an indication that Orange County has become a visible spot for major distribution of the drug, a federal prosecutor said Monday. Mark H. Bonner, who in 1984 helped dismantle the largest cocaine-trafficking network on the West Coast, said Orange County's coke haul "has the underpinnings of a gigantic case. Where it's moving and shaking is Orange County, obviously."

There are about 1,000 miles of bikeways planned or present in Orange County. The system is managed by the Orange County Transportation Authority. Although this system of bikeways is intended to address the needs of commuter biking in Orange County, it is questionable whether it does or not. Santa Ana is densely populated with people and businesses but there are relatively few bikeways there. The same can be said for Westminster, Garden Grove, Stanton, Buena Park and Anaheim. Beach and Harbor boulevards are the busiest streets in Orange County, but there are almost no bikeways for either of those streets.

I recently witnessed something that absolutely revolted me with reference to our beautiful county. On one of the major streets in Orange County I saw two people standing by the road, holding a hand-made placard reading "We Will Work for Food." This man and woman were possibly homeless, dressed in clean clothes but begging to do some sort of menial task just for food to feed themselves and sustain life. I find this sort of situation obscene considering the wealth of America today.

I was greatly pleased when I read about the 70 people arrested in the gang sweep on the nights of Nov. 9 and Nov. 10 ("Police Arrest 70 in Sweep of Violators," Nov. 11). I feel the police departments involved did an excellent job in cleaning up the streets of Orange County. Our law enforcers did us a favor by putting the incorrigible members of society behind bars. This organized, anti-gang sweep definitely sent a message to all gang members: The people of Orange County have had enough gang-related crimes.

Orange County needs another commercial jet airfield to meet the passenger demands at John Wayne Airport. Orange County needs another jail to ease the dangerous and at times inhuman overcrowding at the main County Jail in downtown Santa Ana. Orange County needs a dump site to handle toxic wastes to avoid such deadly hazards as those posed by last week's illegal dumpings on Ortega Highway.
