The Los Angeles City Council on Tuesday approved a $5-million loan to a developer who plans to build a large Sun Valley apartment project for low- and moderate-income renters. The plan to build the 257-unit complex is backed by community leaders, who say it would revitalize a run-down plot of land. The project is to provide 128 apartments for low-income families, with the remainder going to moderate-income tenants, Community Redevelopment Agency officials said.

He grew up on the sea. So maybe it's only natural that Dillon Griffith still has some salt water in his blood. Which would help explain why the 82-year-old retired heavy-duty mechanic has spent the last 37 years -- miles from the ocean -- meticulously assembling a 64-foot boat in the backyard of his Sun Valley home. The "Mystic Rose" has slowly taken shape on quiet Arminta Street, a project so ambitious that it has passed through the generations with his children, in-laws, grandchildren and great-grandchildren lending a hand along the way. When the boat is finally ready for its christening -- by August or September, he hopes -- it will take a 32-wheel trailer and a CHP escort just to get it to the water.

A motorcyclist was killed Friday in Sun Valley when he collided with another vehicle, Los Angeles police said. The 33-year-old male victim was riding northbound on Tujunga Avenue near Valerio Street when he struck a 1986 Toyota Corolla making a left turn around 6 p.m., police said. Police have not said whether the Toyota's driver, a 47-year-old North Hollywood man, was cited. No names were released. Hundreds of uniformed police officers gathered in downtown Los Angeles early Tuesday to pay their final respects to a veteran LAPD motorcycle officer who died earlier this month after being struck by a driver suspected of being under the influence of cocaine. A 26-year veteran of the LAPD, Christopher Cortijo, 51, had been assigned to the Valley Traffic Division when he was struck from behind on April 5 by an SUV. At a funeral Mass at the Cathedral of Our Lady of the Angels, colleagues remembered him as a man who so cherished his role as a motorcycle cop that he wore a leather motorcycle jacket even in the soaring San Fernando Valley heat.

Neighborhood fences and police cars proved no match for a bear in Sun Valley, where it hopped into backyards and roamed into horse corrals Wednesday morning. “We still don't have eyes on it,” said Los Angeles police Sgt. Thomas Wunsch of the Foothill station. “Officers are going to hopefully tranquilize it.” Police started getting calls from residents about 6:10 a.m. about the bear, which TV news showed having free rein through the Sun Valley community. It didn't appear to be fully grown and was seen climbing over fences into backyards, spooking horses in residents' corrals and avoiding police cars searching for it on the street.

A bear that spent more than an hour Wednesday morning roaming through a Sun Valley neighborhood was tranquilized and captured and will be returned to the forest, authorities said. The approximately 15-month-old bear scaled walls, climbed fences and slipped in and out of horse corrals in Sun Valley, south of the 210 Freeway, for about 1½ hours beginning about 6 a.m. About half a dozen Los Angeles police officers and a state game warden eventually cornered the bear and tranquilized it. The bear will be released in the Angeles National Forest, said Andrew Hughan, a spokesman for the California Department of Fish and Wildlife.

Homicide detectives were called to the scene of two deaths Tuesday morning, one involving a stabbing in Norwalk, the other a shooting in Sun Valley, police said. In Norwalk, a man was found with stab wounds at about 6:50 a.m. at the intersection of Studebaker Road and Ferina Street. He was taken to a hospital, where he died. A spokesman for the Los Angeles County coroner's office said the man has not yet been fully identified and appears to be in his 50s. There was no immediate word of any suspects or arrests.

A motorcycle officer with the LAPD's Valley Traffic Division is in critical condition after a multi-vehicle accident Saturday night, authorities said. The officer was stopped at a traffic light when an SUV ran into him. He was crushed between the SUV and the vehicle in front, Cmdr. Andy Smith said. The circumstances of the collision are under investigation. Two people have been detained at the scene in connection with the incident, Smith said. The officer was taken to a local hospital with severe injuries.

More than 100 Los Angeles firefighters were battling a huge blaze raging out of control Monday evening in a commercial building in Sun Valley. Flames and thick clouds of smoke were billowing from the one-story structure in the 9400 block of Telfair Avenue, according to television news footage.  The Los Angeles Fire Department said the building may be vacant and declared the blaze a "major emergency. " The fire was reported shortly before 5:30 p.m. No other details were immediately available.

All northbound lanes of the 5 Freeway north of Burbank were closed Wednesday afternoon after flooding sent mud and debris across the interstate. Flooding also closed all but southbound one lane, backing up traffic into Sun Valley. The California Highway Patrol closed the northbound lanes about 2:30 p.m. as authorities diverted traffic at Glenoaks Boulevard. Several southbound lanes were also closed at Roscoe Boulevard, according to the CHP, which requested bulldozers and other equipment from Caltrans to clear the roadway.

The cathedral was full - the choir seats filled by uniformed police officers - but it was silent as the microphone was lowered for the little boy. Ten-year-old Jonathan Navarro looked out at the hundreds of officers seated before him to mourn his uncle, LAPD Officer Christopher A. Cortijo, and began speaking directly to the fallen officer. "Uncle Chris, I will always remember you," he said. "You took your time with me and treated me with tough love. You are my hero. A veteran LAPD motorcycle officer died Wednesday, several days after he was struck by an SUV driven by a woman suspected of being under the influence of cocaine. Fellow officers and family members had been holding vigil for Chris Cortijo - a member of the department for nearly 27 years - at Providence Holy Cross Medical Center since the Saturday accident. A visibly shaken LAPD Chief Charlie Beck on Wednesday called Cortijo's death the "ultimate irony," noting that the officer had arrested more than 3,000 drivers suspected of being under the influence and "in doing so saved countless lives.

All southbound lanes of the 5 Freeway in the Sun Valley area, which were shut down after a fatal collision, were open to traffic early Tuesday morning, the California Highway Patrol said. A stretch of the freeway near the intersection with the 170 Freeway was cleared late Monday after a fatal collision. The same area was closed until about 4:15 a.m. for planned maintenance by state transportation crews, CHP Officer Alex Rubio said. A victim was struck by at least one vehicle on the busy freeway about 7:35 p.m. Monday, causing a massive traffic jam on the heavily traveled transportation artery.

The owner of a Sun Valley business that supplies movie studios with live and dummy ammunition was injured in a blaze Saturday morning that set off live rounds inside the business, authorities said, forcing firefighters to retreat outside to avoid injury. The 86-year-old owner of Hollywood Industries was in serious condition after being burned in the fire, said Katherine Main, spokeswoman for the Los Angeles Fire Department. Firefighters were inside the one-story building in the 10000 block of Elkwood Street when live rounds started to go off. "That's when they pulled out of their interior attack and began their defense attack from the outside," Main said.
