The Los Angeles County Board of Supervisors voted Tuesday to ban plastic grocery bags in areas of the county under its jurisdiction, endorsing a broadly worded measure that proponents hope could become a model for California. The ban, which goes beyond ordinances adopted in Malibu and San Francisco, most directly affects 1.1 million people who live outside the county's incorporated cities. But anyone shopping at stores in such areas would encounter the new rules. Opponents suggested they might go to court to try to block the ban before the first phase takes effect in July, when 67 large supermarkets and pharmacies must stop providing disposable plastic bags.

Fewer paying customers showed up for this summer's movies than in any summer since 1997, but Hollywood still raked in record receipts of $4.35 billion. The answer to this seeming contradiction: 3-D. Thanks largely to higher admission prices for 3-D presentations — sometimes more than $15 per ticket in Southern California — revenue rose a projected 2% from summer 2009, even while the estimated number of tickets sold dropped 3% from last year to 552 million, according to Hollywood.

The title might be "Cats & Dogs: The Revenge of Kitty Galore," but you can't really talk about this OK sequel to the best-forgotten 2001 kids movie without addressing another animal — namely, the elephant in the room. "Cats & Dogs" is the latest family movie to be unnecessarily converted to 3-D, which means that if Mom and Dad want to take the kids to see the fur fly this weekend, they're going to probably pay a premium surcharge to receive absolutely nothing of value in return.

Cashing in on an expected increase in summer air travel, the nation's largest airlines are charging passengers a "peak travel surcharge" of up to $30 per seat for flights most days this summer. The country's major airlines have imposed a "peak travel surcharge" on 74 of the 98 days from Memorial Day to Labor Day, according to an analysis by farecompare.com, a website that keeps track of fees and fares. The airlines have also added peak travel fees for flights on several days around the Thanksgiving, Christmas and New Year's holidays.

Apparently Hollywood didn't get the memo that prices are supposed to stay low in a slumping economy. The National Assn. of Theatre Owners reported Tuesday that the average ticket price in the first quarter was $7.95, up 8% from $7.35 in the same period last year. That's the largest year-over-year increase since the association started tracking quarterly ticket price data in 2001. The increase comes as consumer prices have risen modestly in the nation. In 2009, the consumer price index rose just 2.7% before seasonal adjustment, according to the U.S. Bureau of Labor Statistics.

One week after the Los Angeles City Council voted to seek a 4.8% electricity rate hike, two council members said Wednesday that they want city officials to explain just how long the increase will last. Council members Jan Perry and Bernard C. Parks, both of whom voted against the increase last week, called on their colleagues to ask city lawyers and policy analysts to clarify whether the increase at the Department of Water and Power will go into effect for just three months or permanently.

Los Angeles Mayor Antonio Villaraigosa's political team has spent the last two months talking up the need for the Department of Water and Power to adopt a so-called carbon surcharge, one that would require ratepayers to pay more to cover the cost of renewable energy. Now, that proposal has been incorporated into a larger increase, which would also force DWP customers to pay more to cover the cost of fossil fuels, such as coal and natural gas, which generate much of the utility's electricity.

Los Angeles Mayor Antonio Villaraigosa is moving ahead with a plan requiring customers of the Department of Water and Power to pay higher bills to help the utility tap more sources of renewable energy. While Villaraigosa has been talking publicly about the need for the city to tighten its belt, his advisors have been working behind the scenes to gauge public support for a monthly DWP "carbon surcharge" of $2.50 -- one that would move the utility away from coal and toward wind, solar and geothermal sources of energy.
