In a decision with broad implications for the California initiative process, a state appeals court ruled Wednesday that when voters tell the Legislature not to meddle with an initiative, the lawmakers must listen. The 2nd District Court of Appeal, on a 2-1 vote, struck down a 1990 law that exempted the surety insurance industry from the provisions of Proposition 103, the 1988 insurance-reform initiative.

Insurers gave at least $45,600 to Assembly Speaker Willie Brown's campaign against two legislative term-limit initiatives within weeks of the passage of legislation exempting surety insurance from regulations imposed by Proposition 103, Voter Revolt Chairman Harvey Rosenfield said Tuesday.

The proposition calls for, among other things, a rollback in insurance rates. It was largely aimed at reforming auto insurance in California.

Amwest Insurance Group Inc. said that it will issue a quarterly cash dividend of 11 cents per share to its stockholders of record as of March 31. The cash dividend will be paid on April 15. Amwest is a Woodland Hills-based surety insurance concern.

Revenue increased slightly to $30.5 million over $30.3 million. Amwest is an insurance holding company underwriting surety and property and casualty insurance through Amwest Surety Insurance Co., Condor Insurance Co. and Far West Insurance Co.

Amwest Insurance Group Inc., Calabasas, reported a net loss of $2.75 million for the third quarter that ended Sept. 30 compared with net income of $2.1 million for the same period last year. Revenues were $29.7 million compared to $29.9. million. Amwest is an insurance holding company that underwrites surety, property and casualty insurance through Amwest Surety Insurance, Condor and Far West insurance companies.
