Los Angeles Mayor Eric Garcetti is facing a tangle of unforeseen political and legal challenges as he grapples with what action the city should take to identify and reinforce hundreds of old concrete buildings that may be at risk of collapse in a major earthquake. Responding to a Times report of structurally vulnerable buildings that could expose thousands to injury or death, Garcetti said in an interview that he was "interested in creative ways of making buildings safer. " But he raised concerns about the city's potential liability if it publicly identifies structures at risk of failing during violent shaking in a major quake.

SACRAMENTO -- Gov. Jerry Brown on Thursday signed legislation aimed at protecting victims of sex crimes in state hospitals and developmental centers. SB 651 by Senator Fran Pavley (D-Agoura Hills) mandates that victims of suspected abuse in the hospitals and centers for the developmentally disabled receive immediate examinations by trained investigators at independent facilities to collect evidence. The investigations are in response a serious lapse in oversight at facilities, where numerous residents have been sexually assaulted under the state's care with no consequences, Pavley said.

A few things dominated the pop music conversation this year. A British boy band, a pop comeback king, a pair of hip-hop outliers and a NSFW music video - - all of which drives the nominations for the 2013 American Music Awards, which were announced Thursday morning. Seattle hip-hop duo Macklemore & Ryan Lewis led the pack with six nominations, while Taylor Swift and Justin Timberlake followed with five nods apiece. Florida Georgia Line, Rihanna and Robin Thicke received four, and Bruno Mars and Imagine Dragons both scored three nods.

Hailee Steinfeld and Taylor Swift are besties? Apparently! And it turns out "The Amazing Spider-Man" star Emma Stone introduced them.  "We met, oh my gosh, like three years ago through our mutual friend Emma Stone," Steinfeld  told E! on Wednesday at the Los Angeles premiere of her latest film, "Romeo and Juliet," at the Arclight Cinemas, where she was joined by the Grammy-winning singer.  Away from the spotlight, the celebrities are normal girls who " just love to kick back, listen to music, watch TV, bake, watch movies and all of that kind of stuff," Steinfeld previously told the site.  And, boy talk is like totally  required.

Taylor Swift and her ex Harry Styles may have had a contentious time at MTV's Video Music Awards on Sunday, but you'd never know it based on a photo an Instagram user snapped at one of the show's after-parties. We knew this photo was trouble ... The "22" singer posed for the snapshot with her ex and her tourmate Ed Sheeran at a fete at the SoHo Grand Hotel Club Room. Taylor Swift obviously doesn't keep things to herself. The "I Knew You Were Trouble" singer dropped the F-bomb at MTV's Video Music Awards on Sunday when her ex-boyfriend Harry Styles and One Direction band member took the stage to present the night's first award for best pop video. The band rambled about being British and the best fans being in New York, where the show took place this year. That's when the audience camera cut to Swift. Harry Styles has come to terms with the inevitable: Taylor Swift will likely write a breakup song about him. "It would be hypocritical for me to say she couldn't do it because everybody writes songs based on personal experience," the One Direction boy bander said in this week's issue of Us Weekly. "At least she's a great songwriter!" The pair split in January after a few months of dating. In March, Swift, 23, revealed that she had already penned a song about the British heartthrob: "I Knew You Were Trouble" to be exact.

Taylor Swift seems to think that the Kanye West "I'mma let you finish" routine has a time and place. And that time and place is here and now. Still. The "Red" singer, 23, is still making jokes about the rapper's stunt that took place at MTV's Video Music Awards in September 2009. You remember, West infamously grabbed the mike when Swift was about to get her award for female video and proclaimed that with "Single Ladies," Beyonce had the best female video "of all time.

As still as a statue, Taylor Swift stood before her 15,000 adoring fans at the Staples Center on Monday night, absorbing the screams of an electrified crowd. Glowsticks and multi-colored LEDs glistened all around. Cameras flashed. She'd already performed "State of Grace," her majestic ode to "the golden age of something good and right and real," and had traversed the catwalk that led from her main stage to a second one in the middle of the arena. She stared straight ahead, Aphrodite in red lipstick and high-waisted shorts.
