Santa Ana will announce plans Thursday for an $11-million stadium to replace Santa Ana Stadium, which will be razed for the proposed 18,500-seat Westdome arena. Deputy City Manager Rex Swanson confirmed Tuesday night that a site has been selected. The new stadium, he said, will have a capacity of 13,400 and will be able to host football, soccer and track and field events. He would not reveal the site, but said about six had been studied, including Centennial Park.

City Councilman Ted Moreno will fight political corruption charges by alleging that the FBI entrapped him, his attorney said Wednesday. For two years, Moreno has denied accusations that he extorted thousands of dollars from business owners who had matters pending before the City Council. Moreno is building his legal defense on the contention that the FBI crossed the line in its two-year corruption probe, according to interviews and court papers.

Former City Council member Patricia McGuigan was chosen Monday to replace Councilman Richards L. Norton, who recently resigned because of health problems. McGuigan was chosen by a 5-1 vote from eight applicants who gave short speeches before the council Monday afternoon. McGuigan, 59, was elected to the council in 1981 and served several terms until 1992, including a stint as vice-mayor.

When Santa Ana voters decided to limit the time that city officials could hold elected office, they surely didn't intend to approve Councilman Ted Moreno's attempt to create a break in service, clearly meant to skirt the restriction. Moreno said he will quit not long before his second term runs out this year and then will seek reelection in November. Santa Ana's city attorney, Joseph Fletcher, labeled the tactic "absurd," and he's right.

Councilman Ted Moreno, under federal indictment alleging extortion and mail fraud, plans to resign from office to take advantage of an apparent loophole in the city charter's limit of two terms for council members. A federal judge on Monday sentenced former Santa Ana City Council candidate Hector Olivares to two years probation and 500 hours of community service for his role in a scheme to take over control of the council. Olivares, the first of four defendants to be sentenced in the case, pleaded guilty earlier this year to two felony counts of funneling illegal campaign donations to his failed 1996 campaign and to that of another candidate.
