Verizon Communications said it is seeking permission from the Federal Communications Commission to offer long-distance phone service in Connecticut. Before it can offer long distance in its home territory, Verizon, like the other Baby Bell companies, must prove to regulators that it has opened its local networks to competitors. The Connecticut Department of Public Utility Control determined April 11 that Verizon met requirements in that state.

The state of Connecticut moved to block the proposed acquisition of Connecticut-based Southern New England Telecommunications Corp. by San Antonio-based SBC Communications Inc. State Attorney General Richard Blumenthal said he had filed a motion with state utility regulators to prevent the merger "due to the companies' repeated failure to provide information on whether and how rates will be reduced."

Connecticut Atty. Gen. Richard Blumenthal filed a lawsuit in Hartford County Superior Court against Business Discount Plan Inc., after 51 companies lodged complaints.
