More than five months after officials had hoped the day would arrive, Orange County's new and improved $310-million airport finally is scheduled to open at 6 a.m. Sunday, giving travelers their first chance to use the cavernous new Thomas F. Riley Terminal. The 23-year-old building that it replaces will close to the public tonight. New close-in parking lots, costing $1 an hour or $14 a day, will also open just after daybreak Sunday.

Beginning Monday, passengers at Orange County's John Wayne Airport will find more parking, more elbow room, state-of-the-industry check-in kiosks and an array of works from local artists. They'll also find more places to plug in a laptop and more places to lap up a lunch. It's all part of the biggest upgrade at John Wayne since the airport's Thomas F. Riley Terminal opened in 1990, modernizing a facility that has historically carried more cachet than most regionals because of its landmark noise-abatement work in the '80s and '90s.

Re. Pat Mott's humorous commentary on the naming of the John Wayne Airport terminal back-to-back with Jeffrey Perlman's report about the soaring near-collisions at same: the kind of slam-dunk timing that an air traffic controller could appreciate. I agree with Mott that the "Thomas F. Riley" Terminal is about as exciting as an airplane meal. Perhaps it could be spiced up a bit. How about the "Riley Roulette" Terminal? RICHARD A. Much media hype and political backslapping is taking place over the opening of the Thomas F. Riley Terminal at John Wayne Airport. Mr. Riley states: "This state-of-the-art facility will rank this airport along with the best in the world for the next 20 years." Well, a new terminal building does not a great airport make! At 5,700 feet, the primary runway is one of the shortest commercial runways in this country. The drastic power reductions required at 500 or 1,000 feet after breaking ground also make it one of the most dangerous.

Riley Terminal, which garnered headlines last year because of missed construction deadlines and cost overruns, has received four design and engineering awards, county officials said. The Institute for the Advancement of Engineering recently presented Airport Manager Jan Mittermeier with the 1991 Engineering Project Achievement Award for the airport's expansion program.

Orange County Airport commissioners this week awarded a $1.14-million contract to complete the landscaping around the terminal and along the airport road system. The contract is expected to be approved by the County Board of Supervisors on Oct. 15.

In 1974 Supervisor Thomas F. Riley was appointed to the Orange County Board of Supervisors for the 5th District, which happens to have an airport within its boundaries. Since his first day on the job, Riley has been deeply involved in both making the airport a good neighbor and meeting the vital needs of air transportation. Supervisor Riley's leadership made the settlement agreement with the city of Newport a reality. This action permitted the current needed improvements at the airport.

While denying that state codes were violated, officials at John Wayne Airport nevertheless have agreed to make several design changes at the new Thomas F. Riley Terminal to provide easier access for handicapped travelers. The most extensive redesign will be to handicapped stalls in restrooms, where doors will be made to swing out instead of in and will be equipped with self-closing devices.

Fresh off a flight from Dallas, Tom and Kimberly Matson stood in front of the new John Wayne Airport terminal on a recent Sunday evening and grappled with the Shuttle Bus Problem. The buses were parked in their designated lot several hundred feet from the terminal. But standing between the Matsons and that last ride home were a street, a flower bed, a wall and no clear route to the buses.

The construction of the Thomas F. Riley Terminal at John Wayne Airport may have taken years, but the switch from the old terminal to the new facility happened literally overnight. Even before the last planes touched down for the last time at the Eddie Martin Terminal, work crews, airline managers and car rental agencies started racing the clock to get their new operations up and running in time for the 6 a.m. opening of the gleaming new terminal.

Among the officials appearing before photographers at the new Thomas F. Riley Terminal recently was County Supervisor Thomas F. Riley. Supervisor Riley played a lead role in the expansion of what was Orange County Airport, in renaming it to John Wayne Airport and in blocking any consideration of commercial use of the Marine Corps El Toro base. Although John Wayne made no noticeable contribution to Orange County or Newport Beach, the city of his residence, possibly he contributed to Supervisor Riley, leading to the supervisor's veneration for the "Duke."

The new Thomas F. Riley Terminal opens today at John Wayne Airport. Maps of the facility are on B3. Here are 10 tips for travelers: 1. ARRIVE EARLY, preferably more than an hour before your scheduled departure. Everything is new and unfamiliar: the roadway, parking and baggage systems, not to mention the terminal itself. 2. DRIVE SLOWLY. The lettering on the directional signs is small, so allow time to digest the information. And parking location is everything. 3. PARK CAREFULLY.

From the new freeway exit ramp to John Wayne Airport, it was evident Sunday that the new Thomas F. Riley Terminal, its multiple parking areas and double-deck concourses for arriving and departing passengers would take some getting used to. A top-of-the line white BMW slowed to a near stop on the broad curving roadway as its driver leaned over to glance at the terminal's giant Quonset hut-style roof shimmering in the noon sun. There followed the sound of squealing brakes and a few vivid gestures.
