Amid all the hassles of sorting, packing, taping and hauling, Thousand Oaks records manager Deldee Watkins has discovered an unexpected perk of the city's impending move to a second temporary city hall: new muscles. "I've really buffed up," Watkins said with glee. With 5.1 tons of duplicate papers and outdated books passing through her office en route to paper shredders and recycling bins over the past month, Watkins has had to work hard for her pumped-up physique.

The former City Hall building was a mess. It sat vacant and vandalized on a hillside, a sad reminder of days gone by when fewer homes dotted the Conejo Valley and less traffic traveled the nearby Ventura Freeway. But the two-building complex that once served as the local center of government has found new tenants and a new purpose. The Arts Council Center, in partnership with the city and the Conejo Recreation and Park District, plans to move into the northernmost building at 401 W.

Pushing gold-painted shovels into loosened earth, Thousand Oaks city leaders symbolically broke ground on the former site of Jungleland park Saturday to begin construction of a controversial $63-million civic arts plaza. An estimated 2,000 people attended the groundbreaking ceremonies that included musical and dance performances, an animal show with an elephant and other live entertainment.

The Thousand Oaks City Council on Tuesday approved plans to install a copper curtain on the eastern wall of the Civic Arts Plaza tower, adding a one-of-a-kind embellishment to a building already unlike any other in the city. Councilwomen Elois Zeanah and Jaime Zukowski dissented, arguing that the $150,000 price tag was too high. In the past they have said the unusual 50-foot-by-60-foot design would call undue attention to the 10-story tower.

Administrators of the Conejo Recreation and Park District recommend that the district drop its plans to acquire office space in the $64-million complex because of tight budget constraints. "We just don't have the resources and wherewithal to proceed at this time," said Tex Ward, general manager of the park district.
