A tornado swept through part of Milwaukee on Wednesday, injuring at least 16 people, damaging a commercial area and lifting some homes off their foundations. The twister touched down on Milwaukee's far south side, damaging areas there and in the neighboring community of St. Francis, not far from Mitchell International Airport. The Milwaukee County Sheriff's office said none of the 16 injuries appeared to be life-threatening. Damage, however, was extensive.

Storms brought heavy rains to areas from Michigan to Texas after spawning at least six tornadoes in Wisconsin that left two persons dead and more than 30 injured. One woman was killed and 21 persons were injured when a tornado struck a trailer court in New Lisbon, Wis. About half of the dozen trailers at the court were destroyed, police said. Near Rio, Wis., a 16-year-old girl died when her camper was hit by a tree.

The Federal Emergency Management Agency, sorely needing fresh cash from Congress, has had to temporarily hold back $80 million in public assistance payments to riot-torn Los Angeles and 20 other disaster areas so that checks can be rushed to individuals hit by Hurricane Andrew.
