A state legislator defeated a Clinton campaign boss in the Democratic primary Tuesday to fill the U.S. House seat Defense Secretary Les Aspin held for 22 years. A millionaire developer won the GOP nomination. With 60% of precincts reporting in the 1st District race, Peter Barca had 16,524, or 59%, to 7,981, or 28%, for Jeffrey Neubauer, a former state Democratic chairman who led President Clinton's Wisconsin election campaign.
