The State Department said it had no intention of waiving the diplomatic immunity of the U.S. ambassador to Nigeria to enable him to be questioned about terrorist bombings there. Nigerian police Inspector General Ibrahim Coomassie said Tuesday that he would require Ambassador Walter Carrington's immunity be waived to question him about bombings blamed on opponents of military ruler Gen. Sani Abacha. Carrington has severely criticized the Abacha government's human rights record.
