There was a disturbing reminder just before Christmas that all is not well in the world. The United Nations Children's Fund, UNICEF, reported that children are starving in the Third World as developing economies, groaning under debts to international banks, have stopped expanding and gone into decline. The problem is not simply food, but medical care. As governments cut back on health services, children die from preventable diseases or because vaccines are lacking.
