The United States and the leftist government of South Yemen resumed diplomatic relations after a 20-year break. South Yemen has had close ties to the Soviet Union and is the only Arab nation to pursue Marxist policies. But the State Department said the country has been maintaining peaceful relations with its Arabian Peninsula neighbors and has begun liberalizing its economy and political system.
