As it has for more than a century, Illinois' Ft. Sheridan is polishing soldiers' skills and sending them off to war. But at its busiest time in many years, FT. SHERIDAN is also going out of business--one of 85 military installations targeted in 1988 for closure by the Pentagon. So the FORT IS DOING DOUBLE DUTY: On one floor of a base building, six people work full time preparing for the base to shut by 1995. Directly below, others work frantically to relay Pentagon directives to base personnel.
