India said it had halted the refueling of U.S. Air Force planes, apparently defusing a political crisis that had threatened the government of Prime Minister Chandra Shekhar. The decision followed a threat by the Congress Party to withdraw support crucial to Shekhar's 3 1/2-month-old minority government unless he stopped the refueling. In Washington, Pentagon spokesman Sig Adams said the action "may be an inconvenience but I can't imagine it having a terribly big impact."
