The vice consul of Uruguay claimed diplomatic immunity and could not be arrested on a drunk driving charge after an injury accident in San Francisco, the California Highway Patrol reported Saturday. Officer Mark Pieschke said 29-year-old Gustavo Segovia was driving on Doyle Drive south of the Golden Gate Bridge early Friday when his car plowed into the rear of another car.

Orange County Supervisor Gaddi H. Vasquez was named Friday to a six-member delegation that will represent President Bush at the inauguration of Uruguay's new head of state. It is the second such honor bestowed on Vasquez by Bush advisers, who also picked Vasquez to give one of the keynote addresses at the Republican National Convention on the night the President was nominated in August, 1988.
