The city's three-year attempt to assume control of water and sewer services has come to a temporary halt. On Tuesday, the City Council voted to withdraw its application to take over jurisdiction from the South Coast Water District. Netzley dissenting and Mayor Ingrid McGuire abstaining. Councilman Harold R. Kaufman was absent.
