The Rossmoor-Los Alamitos Area Sewer District will remain intact, at least for the foreseeable future. A majority of the City Council voted this week to table a proposal made by Councilman Charles E. Sylvia to consider breaking up the district that serves the city, Rossmoor and parts of Cypress and Seal Beach. Sylvia argued that the district is inefficiently run and does not have adequate financial reserves.
