The price of electricity varies wildly in the West, and Southern Californians have been on the short end of the kilowatt. One expected entry in the power market here, Oregon-based PacifiCorp, illustrates the benefits of deregulation--and the challenge facing the Los Angeles Department of Water and Power and Southern California Edison. As the accompanying chart illustrates, DWP's industrial power rates are 42% higher than Edison's and 155% more than those of PacifiCorp.
