The family of a California inmate who died after he had a tooth pulled said Wednesday that they were suing the state over his death, as two legislators held a Capitol hearing to investigate why prison healthcare remains poor but increasingly expensive. Relatives of Anthony Shumake, 41, said they would file a wrongful-death lawsuit because a medical pathologist's report showed that he died of complications from the extraction.

High housing vacancy rates in Vacaville set it apart from most other cities in California, according to a recent report by the planning commission. Rental vacancy rates in Vacaville are 5.1%, the ideal balance between the interests of landlords and tenants, economists and planners say. Cities with a vacancy rate of less than 3% are considered to have a shortage.

Last summer, Ryan J. Connolly's Army unit shipped out from Germany to Afghanistan, leaving the soldier behind while he awaited the birth of his first child. Kayla was born that June and he spent two weeks with her and his wife before rejoining his fellow soldiers. He wouldn't see his wife or daughter again for 10 months until they met at home in Northern California during an 18-day leave in April. He arrived wearing the same tattered uniform that he wore in Afghanistan. On June 24, Connolly was killed when his vehicle struck an apparent land mine in the Khogyani district of eastern Afghanistan.

Anne Jacobson didn't know whether to be frantic or furious. Her 13-year-old son arrived on time with his friends at the base of the mountain where he and his younger sister were supposed to meet their parents. But his 9-year-old sister wasn't with him, and he had no idea where she was. "They got tired of waiting for her, so they'd gone on ahead," Jacobson said. "They couldn't even understand why I was so upset." Emma arrived a few minutes later to her parents' enormous relief.
