Valencia Commerce Center, the next commercial project from the developer with the highest profile in the Santa Clarita Valley, will bring to the area such features as a child-care center, a business hotel, retail uses and food courts among the industrial and office buildings. The Los Angeles County Board of Supervisors on Thursday approved zoning changes that clear the way for construction of a 1,436-acre industrial park near Castaic, overriding objections from the city of Santa Clarita and nearby residents who said the project would generate intolerable traffic. The Valencia Commerce Center is designed to include 12 million square feet of retail, office and manufacturing space and is expected to create 20,000 jobs. A leading tenant will be the U.S.

Newhall Land and Farming Co., a Valencia-based real estate developer, said it will build a 175,000-square-foot facility for ITT Corp. The $14-million project will be on 10 acres in the Valencia Commerce Center business park. ITT will move its aerospace controls from Burbank and its neodyne operations from Canoga Park to the new Valencia building after the project is completed in June. About 400 ITT employees will be based there.

Los Angeles County planning commissioners gave tentative approval Thursday to plans by Newhall Land & Farming Co. to build a 12-million-square-foot industrial park near Castaic, setting aside protests by homeowners who live nearby. Neighbors of the proposed Valencia Commerce Center complained that the park would generate intolerable traffic and noise, and urged the company and Regional Planning Commission to redesign the project.

The new 21st Century Industries headquarters building in Warner Center was completed and a host of other commercial real estate construction projects were started, completed or announced during the fourth quarter as the San Fernando Valley's construction boom continued. The 21st Century Plaza, completed in December, is a 273,000-square-foot, 11-story office tower on Owensmouth Avenue, near Victory Boulevard, in Woodland Hills.

The San Fernando Valley's biggest development--Walt Disney Co.'s proposed $2-billion Glendale campus--moved forward with the release of its environmental impact report during the third quarter, while a host of other projects were started, completed or announced. Among the busiest developers of projects already under construction in the Valley is Trammell Crow Co., which is focusing on infill sites.

Commuter bus service began this week for San Fernando Valley residents who work in Santa Clarita. The new transit routes are sponsored by the city of Santa Clarita and were created by modifying bus routes that connect the two valleys. "What we're doing is taking our existing commuter buses and, instead of having them come back empty, they'll stop at some park-and-ride lots," said Ron Kilcoyne, city transportation manager.

Razor-slim industrial vacancy in Valencia has prompted one Seattle-based investment advisor to proceed with plans for a $40-million industrial park. Kennedy Associates Real Estate Counsel Inc. said Tuesday it will build a four-building, 703,000-square-foot business park on 36 acres of land purchased from Newhall Land and Farming.

Santa Clarita will decide tonight whether to give up an attempt to extend its influence over communities in the northern Santa Clarita Valley because poll results showed that residents of that area are overwhelmingly against the idea. The city has asked the Los Angeles County Local Agency Formation Commission to approve a 160-square-mile sphere of influence that includes Castaic, Val Verde, Hasley Canyon and the Backer Road area.
